About CABiNET
CABiNET is an association of independent information technology (IT) consulting
firms based in the National Capital Region (i.e., Ottawa-Gatineau). The Association was formed in 1994 and has
developed into a cohesive organization. CABiNET continues to demonstrate its value to the participating companies
through its influencing of government IT procurement reform that affects the membership, and its business
networking initiatives. With over 15 companies comprising over 1,200 IT resources, it is the largest supplier of
consulting resources to the Federal Government in Ottawa.
CABiNET has become the industry association that represents SMEs in the IT sector during the ongoing federal
government procurement reform initiatives.
CABiNET has been the only industry association to continually question the proposed procurement and implementation
models for Shared Services in the federal government over the past 12-18 months. The impacts on SMEs, public sector
unions and the Canadian economy are some of the key reasons why CABiNET members felt that it was necessary to expose
the pitfalls of the winner-take-all, long term (i.e. 8-20 years) contract procurement model for Shared Services
proposed by PWGSC. In particular, only very large IT companies (4-5 in total) would be capable of bidding on these
multi-billion dollar bundled contracts and SMEs would be forced to sub-contract to the eventual winners with the
expectation that they would be replaced by employees as the projects progressed.
CABiNET members also participated in the the industry consultation discussions regarding the establishment of the
government-wide Task-Based and Solutions-Based Informatics Professional Services (TBIPS & SBIPS) supply contracts
to streamline government procurement of professional services in the IT sector. These supply contracts now allow
the GoC to obtain critical IT cost and performance information on departments and vendors.
CABiNET is also a member of the PWGSC Industrial Security Advisory Board and participates directly with other
industry associations with PWGSC CISD representatives to improve security clearance processing in the IT sector.
CABiNET was also represented on the PWGSC Benefit Driven Procurement steering committee and working group, taking a
strong interest in the impact of this evolving procurement methodology on small and medium scale IT businesses.
CABiNET has and is influencing Government policy and action. Member alliances have led to the award of informatics
service supply contracts and fixed price undertakings that would not have been possible without association.
CABiNET partnered with IBM Canada to successfully supply the Federal Government (and other organizations) with
solution teams that addressed all of their Year 2000 IT requirements.
